According to Mr. Ngo Quang Trung, to continue perfecting policies and laws on industrial cluster management and development; ensure sustainable, orderly and effective planning and development of industrial clusters, meeting the socio-economic development requirements of localities; promptly resolve inadequacies arising in the practical implementation of Decree No. 68/2017/ND-CP and Decree No. 66/2020/ND-CP, etc. The Prime Minister has assigned the Ministry of Industry and Trade to preside and coordinate Collaborate with ministries/sectors and localities to develop and submit to the Government for promulgation Decree No. 32/2024/ND-CP dated March 15, 2024 on industrial cluster management and development (replacing Decree No. 68/2017/ ND-CP and Decree No. 66/2020/ND-CP). The Ministry of Industry and Trade has also developed and issued Circular No. 14/2024/TT-BCT dated August 15, 2024 stipulating the periodic reporting regime on CCN, the national CCN database and a number of document samples. on management and development of industrial clusters (abolishing Circular No. 28/2020/TT-BCT dated November 16, 2020)".
At the Conference, Mr. Nguyen Van Thinh - Deputy Director of the local Department of Industry and Trade said that Decree No. 32/2024/ND-CP dated March 15, 2020 of the Government on the management and development of industrial clusters has been developed. , issued on the following viewpoints:
Firstly, continue to strengthen effective management of investment in technical infrastructure construction and development of industrial clusters to promote a strong shift in economic and labor structure towards industrialization in rural areas associated with the implementation of economic policy. The Party and State's policy is "separate from the countryside, never leave the homeland" and build new rural areas.
Second, inheriting and maintaining the principles and management content prescribed in Decree No. 68/2017/ND-CP and Decree No. 66/2020/ND-CP are promoting effectiveness; Only amend and supplement contents and regulations that are no longer appropriate to ensure feasibility and consistency with relevant legal documents, and do not adjust management principles prescribed in specialized laws.
Third, continue to institutionalize the Party and State's guiding spirit on improving the business investment environment, administrative reform, and strengthening management decentralization for local governments to proactively handle issues. Manage industrial clusters in the area in the spirit of Resolution No. 04/NQ-CP dated January 10, 2022 of the Government on promoting decentralization and decentralization of power in state management
At the Conference, Mr. Ngo Van Le - Deputy Director of the Department of Industry and Trade of Long An province, said that, in addition to the results achieved, over time of application, Decree No. 68/2017/ND-CP and Decree No. No. 66/2020/ND-CP also gradually reveals problems and issues that need to be resolved. Therefore, the Ministry of Industry and Trade advising the Government to issue Decree No. 32/2024/ND-CP dated March 15, 2024, and the Ministry of Industry and Trade to issue Guidance Circular No. 14/2024/TT-BCT is very timely. It is timely and necessary for Long An in particular and provinces and cities in general to continue to apply it effectively in state management of industrial clusters in the area.
The conference also received opinions and contributions from representatives of the Departments of Industry and Trade of provinces, People's Committees of districts, and businesses.
Speaking at the end of the Conference, Mr. Ngo Quang Trung - Director of the local Department of Industry and Trade said that the Conference received 10 comments and contributions. After a period of urgent and serious work, the Conference has basically completed the proposed program contents./.
